APPLICANT REQUESTS THAT:
She be awarded the Joint Meritorious Unit Award (JMUA) and the
Air Force Organizational Excellence Award (AFOEA).
APPLICANT CONTENDS THAT:
She was deployed and assigned to the Central Command Deployment
and Distribution Center (CDDOC) during the timeframe the JMUA
was awarded (7 Feb 11 to 23 Aug 11) but it was not released
until after she separated from the Air Force.
She was in Cadet Squadrons 22 and 40 from 1 Jul 04 thru 28 May
08 at the United States Air Force Academy (USAFA) during which
the USAFA cadet squadrons were awarded two AFOEAs for the
periods 1 Jan 05 to 31 Dec 06 and 1 Jan 08 to 31 Dec 09.

Exhibit A.
STATEMENT OF FACTS:
According to Permanent Order GB-16295, dated 22 Jun 11 and the
citation to accompany the award of the Joint Service Achievement
Medal (JSAM), the applicant was assigned to the CCDOC United·
States Central Command, Camp Arifjan, Kuwait and was awarded
the JSAM for the period 7 Feb 11 to 12 Aug 11.
According to Joint Staff Permanent Order Number J-lS0-0246-12,
dated 6 Dec 12, the Joint Meritorious Unit Award for
exceptionally meritorious service was awarded to Headquarters,
United States Central Command, during the period 2 July 2010 to
31 July 2012.
According to a an email dated 18 Dec 2013, from the Assistant
Deputy Chief of Staff, Mobilization and Training Office of
Reserve Component Integration, a decision was made to include
members of CDDOC as part of submissions for a HQ USCENTCOM JMUA.
As such it was determined that any Service member assigned to
CDDOC for at least 30 days during the period of 2 July 10 to
31 Jul 12, is authorized to wear the JMUA. There are no
individual orders for the award, so members can present a copy
of their orders to their local Administrative office to receive
credit.
According to Special Order (SO) Number AH-072, dated 23 Aug 07,
the applicant was assigned to Squadron 36, Group 4, the Air
Force Cadet Wing, HQ USAFA, effective 1 Jul 04.
According to the Official Web Site of the Air Force Personnel
Center (AFPC), Air Force Personnel Services, Air Force
Recognition Programs web page, the USAFA Cadet Wing, Cadet Group
4, Squadrons 1-40 received the AFOEA for the periods 1 Jan 08
thru 31 Dec 09 and Commandant of Cadets Cadet Squadrons 1-40
received the AFOEA for the periods 1 Jan 05 thru 31 Dec 06.
On 31 May 13, the applicant was discharged and credited with
5 years and 3 days of active service.
AIR FORCE EVALUATION:
AFPC/DPSID recommends denial. They were unable to verify the
applicant was assigned or attached to a unit that received award
of the JMUA while the applicant was assigned to the unit. They
were also unable to verify she was assigned to a unit during the
award inclusive period for the AFOEA.
All joint units and activities are eligible for award of the
JMUA in recognition of exceptionally meritorious conduct in the
performance of outstanding service. Only those members of the
Armed Forces of the United States who were present at the time
and directly participated in the service or achievement for
30 days or more or for the period cited if less than 30 days,
shall be authorized to wear the JMUA ribbon. Members must be
permanently assigned or attached by official orders to the joint
unit receiving the JMUA. Local commanders may waive, on an
individual basis, the 30-day minimum time requirement for
individuals (e.g., Reserve personnel on active duty and
temporary duty and/or temporary active duty personnel), who, in
the opinion of the commander contributed directly to the
achievement cited, and were assigned on official orders to the
awarded unit during the approved time frames.
A Joint Task Force (JTF) headquarters may be awarded the JMUA.
If a JTF headquarters is awarded the JMUA, every member
permanently assigned or attached temporary duty or temporary
active duty to the JTF is eligible to wear the JMUA ribbon.
Assigned and/or attached (including temporary duty and/or
temporary active duty) status is determined by official orders
that specify the JTF headquarters as the duty unit. Service
units or individuals deployed in support of a JTF, but not
assigned and/or attached to the JTF by official orders, are not
eligible for the JMUA, even if they are under the operational
control of the JTF. The Services may award appropriate Service
unit awards to their units assigned and/or attached to a JTF.
The AFOEA was authorized by the Secretary of the Air Force on
26 Aug 69 and is intended to recognize the achievements and
accomplishments of the United States Air Force organizations or
activities that do not meet the eligibility requirements of the
Air Force Outstanding Unit Award.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
She provides the Joint Staff permanent order number J-1SO-0246-
12 announcing the award of the JMUA to Headquarters USCENTCOM
from 2 Jul 10 to 31 Jul 12 as well as several copies of emails
from personnel, stating the JMUA was extended to the CDDOC.
The applicants complete response is at Exhibit D.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice to warrant award
of two AFOEAs. We note the applicant states she was assigned
to Cadet Squadrons 22 and 40 from 1 Jul 04 thru 28 May 08 during
which the USAFA cadet squadrons were awarded two AFOEAs for the
periods 1 Jan 05 to 31 Dec 06 and 1 Jan 08 to 31 Dec 09.
However, after carefully reviewing the evidence in this case,
the applicant has not provided sufficient evidence to show that
she was assigned to Cadet Squadrons 22 and 40 during the award
inclusive period for the AFOEA. Therefore, the applicant has
failed to sustain her burden of proof that she has been the
victim of an error or injustice. Should the applicant provide
evidence that she was assigned to Cadet Squadrons 22 and 40, we
would be willing to reconsider her request. In view of the above
and in the absence of evidence to the contrary, we find no basis
to recommend granting this portion of her application.
4. Sufficient relevant evidence has been presented to
demonstrate the existence of an injustice to warrant award of
the AFOEA and the JMUA. We note DPSID recommends denial of the
applicants request for both awards stating that there is no
evidence the applicant was assigned to a unit that received the
award. However, we find the email dated 18 Dec 13 stating that
any Service member assigned to CDDOC for at least 30 days during
the period of 2 July 10 to 31 Jul 12, is authorized to wear the
JMUA sufficient to award the JMUA. Additionally, we find
Special Order AH-072, dated 23 Aug 07, assigning the applicant
to Squadron 36, Group 4, coupled with AFPC's database that
confirms squadron 36, Group 4 was awarded the AFOEA for the
period 1 Jan 08 thru 31 Dec 09 sufficient to recommend award of
the AFOEA. Therefore, we recommend the applicants records be
corrected as indicated below.
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to the APPLICANT be corrected to show that she
was awarded the JMUA and the AFOEA.
All members voted to correct the records as recommended. The

The three conditions that appeared most problematic were left arm plexopathy, right hip girdle and groin pain, and adjustment disorder. In the summer of 1998 she developed disabling right hip girdle and groin pain associated with an apparent spider bite that continued to prevent her from participating in cadet physical training activities at the time of graduation.
